This article describes how good CBNRM policies fail to make a difference on the ground. Instead of a shift of power to "rightful holders and beneficiaries" a number of impediments crop up. These include "the lack of recognition of past historical and political upheavals,... the government's inability to process land applications, the governments' lack of ability and capacity to implement these policies, and frustrating high levels of hierarchy at both the local and national level." The paper is part of a fairly large literature on the importance of history, the disconnect between policy and practice, and the bureaucratic "sabotage" of policy efforts to empower local people.
