INTRODUCTION “Natural resources are the big issue: Cambodia has nothing else.”1 Cambodia, as a country emerging from a long and devastating civil war, faces many challenges resulting from unlawful behavior, greed, poor governance, little infrastructure, a weak educational system, and severe poverty. Management of the country's rich natural resources, especially forests and the Tonle Sap Lake, is hampered by corruption, extreme inequality of access rights, insufficient or nonexistent rights of tenure, a weak civil society ethnic divisions, and growing population pressures....
