A Framework for Monitoring, Evaluating, and Learning from Conservation Enterprises
The Conservation Enterprise Learning Group developed a MEL framework for USAID and Implementing Partner staff to use to inform the adaptive management of their CE programs. This framework provides guidance for how to monitor conservation enterprise programs along a theory of change by applying both standard and custom indicators to measure the extent to which conservation enterprises achieve desired biodiversity conservation outcomes.

Conservation Enterprise Impact Lab 2022 : Using a Theory of Change to Learn Across Conservation Enterprises Posters
From May to August 2022, seven activity teams, including USAID staff and implementing partners, from five Missions around the globe joined the second round of the Conservation Enterprises Impact Lab to share with each other their successes and challenges in implementing conservation enterprises. Using the Conservation Enterprise Theory of Change, the teams focused on adaptations to drive toward improved biodiversity conservation and human well-being outcomes. Each activity team produced a poster that illustrates their activity’s theory of change, key assumptions, and lessons learned. The teams presented these posters in a Conservation Enterprise Learning Group final session on August 23, 2022.

Developing a Logic Model for Communication-Based Interventions on Antimicrobial Resistance (AMR)
In developing the Supporting the National Action Plan for AMR (SNAP-AMR) Logic Model, we reviewed relevant communication theories to create and target messages, and we considered behavioral change theories. The model has potential to be rolled out to other countries with similar AMR socio-cultural, epidemiological and economic contexts.

Evidence for Policies and Practices to Address Global Food Insecurity
This review summarizes evidence for policies and practices across five elements of the agrifood system framework and identifies gaps that inform an agenda for future research. Under availability, imbalanced agriculture policies protect primarily staple food producers, and there is limited evidence on food security impacts for smallholder and women food producers.

Financial Incentives Often Fail to Reconcile Agricultural Productivity and Pro-Conservation Behavior

Paying resource users to preserve features of their environment could in theory better align production and conservation goals. However, they often do not due to a range of conservation dilemmas. This research discusses how the design of incentive programs can better align livelihood and environment goals.

From Reacting to Preventing Pandemics - Building Animal Health and Wildlife Systems for One Health in East Asia and Pacific
The reduction of pandemic risk is a quintessential global public good and risk management that requires whole-of-society to respond to the pandemics at the country, regional, and global levels. This joint World Bank-FAO report analyzes the drivers of zoonotic and emerging infectious diseases (EID) and offers strategic recommendations for preventing their spread in animals and humans using a cross-sectoral approach.

Gender Analysis for One Health: Theoretical Perspectives and Recommendations for Practice
This paper outlines the consultative workshop, ‘‘Women and One Health,’’ and highlights outcomes toward shared terminology and integration of frameworks from one health, gender analysis, and women in agriculture. Further, recommendations for education, policy, and service delivery at the intersection of women’s empowerment and one health are offered as important efforts toward the dual goals of gender equality and sustainable health of humans, animals, and their shared ecosystems.

Gender and Illegal Wildlife Trade A Summary of Recent Evidence
The gender dynamics of the illegal wildlife trade are not well understood. Most wildlife trafficking research has not focused on how men and women may engage with the wildlife trafficking supply chain—whether as poachers, traders, consumers, or even conservationists. However, researchers have explored this evidence gap within the last two years. This brief summarizes seven recent publications and notes how this new research applies to the United States Agency for International Development (USAID) programming and priorities for future research to which Agency programs may contribute. Helping to Heal Nature and Ourselves Through Human-Rights-Based and Gender-Responsive One Health
The health of our planet and humanity is threatened by biodiversity loss, disease, and climate crises. The One Health approach is a pathway to addressing outcomes in term of health and sustainability, but gender issues are largely ignored. By examining the roles and responsibilities of Indigenous and Local People, and especially women, in conserving natural resources, the study shows that women bear a disproportionate health, poverty, and climate burden.

Climate change is driving an increase in immune-mediated diseases such as asthma, allergies, autoimmune diseases, and cancers. Multilevel, multisectoral adaptation and mitigation actions are vital to reduce emissions and improve air quality, provide safe housing, improve diets and agricultural practices, and increase environmental biodiversity and peoples’ exposure to natural environments.

Integrating Environmental Protection and Social Inclusion when Designing and Implementing Energy Infrastructure Projects
This synthesis report highlights the state of knowledge on interactions between energy infrastructure and the environment. Recent projections show that demand for energy will continue to increase worldwide. Governments, regulators, and utilities are working to meet this demand by increasing energy supply, often by improving efficiency and investing in new infrastructure, such as generation, transmission and distribution networks, and mini-grids. However, many projects still fail to adequately address tradeoffs between meeting energy needs and achieving broader environmental and social sustainability goals.

Learn, Adapt, Repeat: Lessons from a Decade of Practicing Adaptive Management to Improve Biodiversity Conservation
After more than a decade of implementing adaptive management in biodiversity programs through the Measuring Impact and Measuring Impact 2 activities, USAID undertook a learning initiative to understand conservation practitioners’ perceptions of applying adaptive management practices and their influence on program effectiveness. This report synthesizes key findings and learning from interviews with USAID Biodiversity Division and Measuring Impact staff, implementing partners, and USAID Mission staff in Madagascar, Peru, and the Philippines.

Linkages Between Participatory Natural Resource Management and Democratic Outcomes: A Review of the Evidence
It is widely accepted that participatory natural resource management (PNRM) can provide more effective social and ecological outcomes, but no comprehensive assessment has focused on how PNRM affects democratic outcomes more broadly. This systematic evidence review addresses that knowledge gap to answer: 1) What conditions have linked PNRM, positively or negatively, to democratic outcomes? 2) How has PNRM been linked to equity and empowerment? 3) What is the evidence base and where do remaining knowledge gaps exist? The evidence review concludes with lessons learned and implications for future programming.

Measuring Impact: Lessons Learned from the Forest, Climate and Communities Alliance
The Forest, Climate, and Communities Alliance (FCCA) was an initiative funded by USAID’s Bureau for Economic Growth, Education, and the Environment/Office of Forestry and Biodiversity (E3/FAB) under the USAID Global Development Alliance (GDA) between 2009 and 2013. FCCA was one of the first USAID-funded projects for reducing emissions from deforestation and degradation (REDD+). The Rainforest Alliance (RA) implemented FCCA in Ghana and Honduras.

One Health 4: Global and Regional Governance of One Health and Implications for Global Health Security
The apparent failure of global health security to prevent or prepare for the COVID-19 pandemic has highlighted the need for closer cooperation between human, animal, and environmental health sectors. This paper focuses on the four challenges to the global governance for One Health: silos among disciplines and professions; weaknesses in the interfaces of global health public goods and the international legal system; asymmetrical power dynamics, regionally and globally; and flaws in crisis-driven financing.
